Can you do this for both amd and nvidia? and what does it do exactly? And what about amd's performance in 3d11?
I know im asking alot of questions and im sorry but just dont want to be stuck with a gpu that doesnt work as it should and 250$ is a lot of money for me.
It's in Dolphin's graphics settings (you're sliding that slidebar in Graphics > Hacks all the way to the left). It should have a negligible effect on performance, and should also prevent a few graphical bugs in games that don't have a set texcache accuracy but should have one.
As for performance, I haven't a goddamn clue. The most powerful GPU I own is an Intel HD 3000. *shrugs*
