Some monitors lack scalers or scaling.
Though I do appreciate your need to be technically correct that is extremely rare. And there are two other things to consider:
1. Even if the monitor doesn't have a scaler the computer can still do the scaling
2. CRT monitors don't even require a scaler to support custom resolutions
