Yeah, that's the "invisible/un-erasable" goo. Looks can be deceiving. Everything on the surface looks alright, but not being able to get rid of it is pretty much game-breaking in some cases.

Additionally for me, the goo reappears if the game is still running, and I open up, say, Graphics in Dolphin (Windowed mode). The goo comes back as if I'd never sprayed at all.
