Gpu usage 0%???????

first my system specs

GPU ATI AMD Radeon HD 6470

Cpu Intel core i3 every core 2.67 ghz

ram 3 gb

windows 7 32 bit because i accidentally installed 32 bit but my pc is compatible with 64 bit

Im trying to play alvin and chipmunks chipwrecked but i cant get more than 10 fps ONLY in this game in all other games when limiter is turned of i can get more than 60 fps and more than 100% speed but in aatc chipwrecked i cant get more than 10 fps and more than 2% speed and my gpu usage is 0% and cpu usage is 50% Please help whats wrong with this emulator.
by the way audio plays at full speed and song lyrics are at full speed,cue cards are at half speed and moves are out of sync (out of sync example when characters start slowly at 20% speed move their hands up and then in middle of animation emulator force game to change animation without completing last animation)

thx but this dose not help only this game is working slow all other games like call of duty black ops and fatal frame 4 works at full speed.

Depend on the game dude
SMG2, The Last Story : i5 2500k @ 4.4Ghz
Xenoblade : i3/i5 @ 3.0Ghz
NSMB : i3/i5 @ 2.5Ghz (for "EFB to Ram")
Obviously , your CPU isn't good enough for that game . GPU is weak too , you have to use lowest settings(1xIR,noAA)

Software cant accurately show Gpu usage anyways due to some pipeline shit (cant really remember)

I had a problem like this recently. My firewall was the bad buy. Only happened in some games, also. GPU usage stayed at below <5%
