Trying to make a few performance tweaks and I think I can get some thermal overhead if I underclock the GPU.

Will underclocking the GPU speed affect dolphin at all ?

If I underclock here then I should be able to overclock the CPU.

Depends what device it is, but generally I would say yes.  Even on desktop there is a ton of idling from the GPU.

Seems the case is the same on Android too

I underclocked the GPU to 401mhz with no hit framerate at all.

This didn't affect thermals at all though, I guess the GPU doesn't really do anything here

Most modern SoCs are pretty well power gated - for example a gpu running at 600mhz for with a 50% duty cycle (so it can turn off half the time) may be just as efficient (or even more so in some cases) than a 300mhz GPU running 100% of the time.
