9600 GT is outdated (4-5 years old). AMD 8570D is an integrated GPU which is built inside CPU chip (APU) , i don't really understand what's the point of comparing a dedicated GPU to an integrated GPU
Neither of them will be the best GPU for Dolphin and you know it

I used to have a 9800GT which is similar to 9600GT , it can handle up to 3x Internal Resolution (about 1080p) but it uses a lot of power to run , run really hot and burn out really fast . You must have a decent Power Supply to install that card
If I was you , I would get an AMD R7 250 or GTX 750 (recommend GTX 750 since it's the newest GPU from Nvidia , completely blow away R7 260x in term of performance/power consumption/price)

If you're asking which is better OP that would be the 9600GT. They should both be find with 2x IR or 3x IR depending on the game. Why are you asking this question though? Do you have a 9600GT lying around that you're thinking about using instead of your 8570D IGP?

To further clarify: I wouldn't recommend either of these options for building a new system or upgrading an existing system. But the OP phrased the question in a vague way so I answered the question that I think he meant to ask (which one is better).
