GPU being switched against my will

I keep trying to Run Dolphin on my laptop, (i7 3610 QM, and a GT 650M), every time i set it to run, it runs games at 30 FPS, despite being 60 FPS games. I look at the graphics settings, and it force-sets the render target to the iGPU, despite that before running anything, it lists my dedicated GPU.

I've tried Using 4.0-7840, 5.0, and 5.0-6576, and all of them end up with those same results!

Regardless of how many times i reset it, force it to run from the GPU in Nvidia control panel, nothing works. And should I try changing the render codec to OpenGL, it just won't render at all! I'm legitimately stuck here!

Which games specifically?
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

After testing a while, it seemed like all the Wii games I throw at it. I first noticed it with PuyoPuyo 20th Anniversary, but it happens with everything I try: PuyoPuyo 15th Anniversary, Punch-Out!!, and Project M to name what I had to test with

You should either right click Dolphin and choose Run with graphics processor => High Performance NVIDIA processor or manually force the dedicated card for Dolphin in NVIDIA Control Panel. For some reason, changing the adapter through Dolphin does nothing in Optimus-enabled laptops...

As I stated in the OP, I have been doing that, I quadruple checked that it was the default, and would right click run with graphics processor anyways.

I can try recording a video of it, if that helps it become more clear

Do you have V-Sync enabled?

So I had this issue early on in my laptop. I had to create a custom power plan that was quite literally "BATTERY ONLY LASTS 30 MINS BUT ITS FAST" and my performance in Dolphin went up quite a bit. Then a driver update came out and it tends to behave itself without needing a custom power plan.

Dolphin has no control over what your laptop does - we can only suggest "hey, we want to use that nice graphics card there," but if it says "no" then there's nothing we can do but see if there's a better way to ask.
