By my reading of the licences involved, this is /technically/ OK if they produce the source code (under the same license as the rest of dolphin, gpl2) to anyone they distribute the binary to. This would naturally require all modifications made (IE whatever code has been modified/added to insert the adverts, for example). This is ignoring any possible trademark that may be claimed against the name itself, just the code and program - though that may be difficult as the name "dolphin" itself comes from a codename, arguably owned by Nintendo. That also doesn't mean it's moral - when the "same" thing could be got for zero cost and zero ads (the income of which don't actually flow to any of the core dolphin devs from what I know).
It's a GPL violation, but beyond reporting it to Google, there isn't really much we can do because trying to take them to court over it isn't feasible.
