No. This thing probably doesn't have OpenGL ES 3 support, so it will be even slower than the most high end devices supported...

No, I don't believe Mali 400s have support for OpenGL ES 3.0. I've got one in my Odroid-U2 and it only supports ES 2.0. What's more, I'm fairly sure that anything based on vanilla Cortex-A9s isn't going to be fast enough CPU-wise even if it had hardware acceleration. Cortex-A15s stand a better chance given their roughly 20-30% increase in performance (single threaded, multi threaded, or both, I don't know). Not too many Android sticks (not any?) pack a Cortex-A15 yet.
