Good enough specs for gamecube games?

I don't want to run wii games, just gamecube ones. Trying to run Fire Emblem Path of Radiance first at the moment and I've tried following youtube videos and online forums changing so many settings but I don't really know what I'm doing. The cutscenes drop to about 20 fps, the gameplay itself was around 40 fps and the sound was awful. I'm using Dolphin 4.0.2. I don't mind it being imperfect just not to the point where it takes away the enjoyment if possible. I don't care about the cutscenes as much I just want to speed up the fps of the actual gameplay and fix the sound as much as I can.

Specs:

-Intel Pentium quad core N3530 2.58GHz

-Intel HD Graphics

-8 GB RAM DDR3

-Windows 8 x64

Any advice would be great!
