I have been having a problem with my frame rate in Dolphin. I am receiving frame rates of about 6-16FPS despite the fact that I am using a great new computer that I got about a month ago. From what I have gathered, dolphin should be running much faster.

System Information:
Operating System: Windows 7 Home Premium 64-bit
System Model: HP Pavilion dv6 Notebook PC
Processor: Intel® Core™2 Duo CPU T6600 @ 2.20GHz (2 CPUs), ~2.2GHz
Memory: 4096MB RAM

What game ? ( new things doesn't mean better thing , although your pc iv very decent )
MB : MSI Z68A-GD80
CPU : Intel Core i7 2600k @ 3.4 GHz (stock clock)
Gfx : ATI Raedon HD 6850
Ram : 4 GB DDR3-1333
OS : Windows XP x86

I have tried SSBM, PMTYD, and Super Mario Sunshine, they all come out the same way.

The video card can't be that great if you're getting those framerates.

you wont be able to run dolphin at a reasonable speed with that graphic chip
it only runs with ati or nvidia chips, and also notebook's aren't generally good with games... so worst with emulators because they demand more power

The GPUs doesn't slow down dolphin that much , but he won't be able to use the OGL plugin

My video card works flawlessly up to 1152 x 864, from there on it starts slowing down.

And Intel 4xxx gpus aren't even capable of keeping up with the cpu at 640x480.
So it does matter when it comes to max resolution.
To reduce speed impact, you may try:

Reducing resolution to 640x480
Disabling filters
Disabling Aero and other OS graphic effects.
Enabling copy EBF to RAM (Onboard GPU uses real ram, so using EBF to Texture will not be faster here)
And if you're pro and your laptop has good cooling, overclock your Intel GPU.

I have a laptop like yours, and dolphin does kind of lag on it.
