Now i have to repeat again . Xeon 1230V3 is i7 4770 without iGPU . So basically it will have exactly same performance as i7 4770 . Keep in mind that Xeon @ 3.3GHz will not run at 3.3GHz but 3.7GHz due to turbo boost
However Dolphin is a dual core application . So i5 4670k and i7 4770 will have exactly same performance . i5 4690k has higher clock speed (100MHz) than i5 4670k . In order to notice changing in performance , you will have to overclock or underclock at least 300Mhz . In other words , both i5 4670k and i5 4690k will have identical performance , 100MHz difference doesn't matter at all
Most PC games can support more than 2 cores , that's why i7 will blow away i5 in most PC games
Well , if you can afford Z97 mobo , go with i5 4690k and then overclock it
