Hello, I have a question here. I have a Modified Dell XPS 420.

Windows 10 Pro x64
------------
(Upgrade soon)
Intel Q6600 2.4 Ghtz Quad Core
6GB DDR2 Ram
------------
AMD 6450 1GB
Dolphin 5.0

Yet am getting god awful FPS on the simplest of games. The only game That gets 30 Fps on the dot is Mario Galaxy 2 (quite strange). Am I doing something wrong, or am I just stupid? Please help, PokePark Wii is calling me!

Your specs are really old and slow.
I have that same CPU, and most games don't run well for me with it paired with a GT 740.
Your GPU is also really slow, its weaker than the mobile versions of the Intel HD 4000.

Both of those contribute to a slow Dolphin experience.

If you don't have much money to spend , i3 6100 @ 3.7GHz ( which requires H110 mobo + DDR4 Ram) is good choice . It's 300% faster than your current CPU
Otherwise just grab Xeon 1230v5 (i7 6700 without iGPU) + Asrock Fatal1ty Gaming E3V5
You should upgrade GPU to sth like HD 7750 at least ($30 on ebay) if you want to play game at 1080P
Laptop: (Show Spoiler)
Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
Acer v5-573G : 1080p LED |  i5 4200U @ 2.3GHz | Nvidia GT 750M 4GB | 128GB Toshiba SSD  | 12GB DDR3 1600MHz
Mini PC :: (Show Spoiler)
G3258 @ 4.6GHz | ELSA GTX 750 | Asrock Z87E ITX | 600W SFX 80+ Gold Silverstone + SG06-LITE | Corsair Vengeance 8GB 2000MHz | Scythe Kozuti + Ao Kaze | 25TB 2.5" Ex HDD (in total) , Zelda Gold Wiimote , LE Wii Classic Controller , Gold LE PS3 DualShock , BlackWidow Chroma ,

Why DDR3? DDR4 performs better.

Performs better, yes, but not really enough of a difference (outside of memory intensive tasks (and synthetic benchmarks) IIRC.. Games and such don't care) to justify going for it over what his cousin might be able to offer. If a DDR4 build ends up being cheaper, then by all means
AMD Ryzen 7 3700X @ 4.2 GHz | MSI GTX 1070TI 8GB | 32 GB DDR4 @ 3000 MHz | Windows 10 Pro x64 | Dolphin 5.0-10886
