Yup. That's correct. Originally the 60 FPS patch used to be NAXE01... But... With so many patches recently for Ocarina of Time, Majora's Mask and Super Mario 64, ya kinda run out of unique GameID's which haven't officially been used by Nintendo. I prefer to keep at least the first character (N) since it indicates the Nintendo 64 Virtual Console. All N64 VC games seem to use the same second character (A) in their GameID, so I prefer to keep that as well. There should be about 23 N64 VC titles, and the a GameID character only has 36 different options (A-Z, 0-9), I think? So that leaves me with 13 unused characters for the third character in the GameID, if I got this right. And I am already reserving over half of them for custom patches. There's also the option to change the fourth GameID character instead, which mostly is either E (NTSC-U), P (PAL) or J (NTSC-J), which gives me plenty of possible GameID options for a multiple of patches. The fourth GameID character is used to indicate the game's region. It actually makes sense to change the fourth GameID character for fan-translations.

Not sure what I did wrong. Textures did not work under NAX file either. I might try to patch this again somehow. Anybody have any ideas let me know. The patched did say successfully patched though.
Try what Bighead said. Deinstall the patch WAD from the Wii's NAND and reinstall it again. It should automatically install to the NAND if you attempt booting the game if it is not installed to the NAND yet. The current GameID you should end up with is NAAX01 and not NAXE01. As Bighead said, this has the benefits of reusing the same texture pack folder (NAA). You still need to copy over AR / Gecko Codes. You can copy your save file as well.
Make sure the original game WAD is the NTSC-U version (NAAE01), through the patcher should warn you when providing an incorrect version.
EDIT:
Don't forget to enable the CPU Clock Override at 175% or higher. To solve the issue with flickering textures, set the Texture Cache to Safe, increase the CPU Clock Override and Prefetch Custom Textures.
