Download CPUZ and Coretemp. Run those program while playing Dolphin and take a screenshot. Also, don't open or have any other applications/program active in the backgroud while doing this test.

I might be reaching here, but you're sure your PSU is sufficient? Often when there's little logic to be found, it's a faulty PSU - or an underpowered one. But then again.. in that case you should experience issues with PC games as well.

I do think your CPU is overclocked quite firmly Smile That's awesome (when absolutely stable), but could also lead to throttling issues. It doesn't show on the graphs you posted, but could still be the case. I think that's what user Tuanming is after Smile Maybe just try running the CPU @stock speeds and see what it does!
CPU: Intel 3570k with Corsair H60 watercooler @4.1ghz
GPU: Nvidia Asus GTX780 @1140/6600
PSU: Corsair 750W
RAM: Corsair 8gig DDR3-1600
MOBO: Asrock Z68m ITX
HDD: 500gb SSD EVO
CASE: Lian-Li PC-Q08 mini-ITX case
OS: Windows 7 x64

I use a fully configured emulator frontend (Maximus Arcade) to play every console & arcade game instantly

I tried what you said and set my CPU speed to stock. Did my benchmark in Wind Waker and I got the exact same thing! So I reset my overclock and now it does appear to play better (can only speak for Wind Waker at this point will try my other games later) with only getting 1 or 2 fps drops instead of 15. However my sound still lags out when my fps drops below 30. Is there any way to fix that?
Cpu- i7 7700k oc @ 4.6 ghz
Gpu- Nvidia GTX 1080 ti @ 2025 mhz
Ram- Corsair Dominator DDR4 16gb @ 3200 mhz
OS- Windows 10 x64
Dolphin revision- 5.0-5132
