Question 
Run SSBB, Mario Kart Wii, TLoZ: SS, SMG, SMG2 and Rhythm Heaven Fever in 1080p/720p at 60fps?

CPU: AMD FX-8320
GPU: AMD Radeon HD 7870
RAM: 8GB

nope to zelda, super marios at least. that cpu is to slow for full speed.
ud need an intel. OCed ivy 3570k @ 4.2+ or a Haswell 4670k stock would do nicely

are you talking about 1080p?


the 3570k costs £155.99 and the 8320 costs £116.39

Your CPU will struggle in most demanding games such as Zelda SS , Zelda TP - hyrule Field , Mario Glaxy , The Last Story and so on .... Normal games should run full speed though
FX series are not good buy for Dolphin because Dolphin is a dual core application and FX series single threaded performance is poor . Therefore , having too many cores / many threads will not help Dolphin at all (4 cores 4 threads is good enough for Dolphin and background processing)
See official Dolphin Benchmark with a light weight game : Zelda WW
i5 4670k + Z87 mobo Overclock -> 4.0GHz or i5 3570k +Z77 mobo Overclock -> 4.2GHz is recommended
Please note that Core i series is much faster clock for clock , FX-8350 @ 4.0 is still slower than i5 2500k @ 3.3GHz

Dolphin is not something like a PC game that auto adjust Frame rate
Wii/ Gamecube game's Framelimits are either :
_PAL : 25FPS max or 50FPS max
_NTSC : 30FPS max or 60FPS max
For Example :
A certain Wii/GC game has 60FPS Framelimit . If your CPU only achieved 30FPS , that would be half-speed (game will run like a slow-motion movie and you may have audio stutter/laggy)

What are you talking about ? It still there (Dolphin - Emulation - Frameskipping)
Frameskipping of Dolphin is complete different from frameskipping of PC games
If you had GPU bottleneck , Frameskipping would help you
You certainly have CPU bottleneck here

Games have to run at the speed they were designed to run at. If you run a 60fps game at 30fps, the game will run at 50% speed and be slow.
