nope to zelda, super marios at least. that cpu is to slow for full speed.
ud need an intel. OCed ivy 3570k @ 4.2+ or a Haswell 4670k stock would do nicely

Dolphin is not something like a PC game that auto adjust Frame rate
Wii/ Gamecube game's Framelimits are either : _PAL : 25FPS max or 50FPS max _NTSC : 30FPS max or 60FPS max For Example : A certain Wii/GC game has 60FPS Framelimit .
