General game speed problems(over and under)

If I don't use dual core it runs at about 50% speed.
If I do use dualcore it runs at about 150% speed. Not consistently either, it'll fluctuate between 100 and 150 for example.
I have my fps set to 60, which most games can pull without any problem.
My computer is a i7 920 (2.8ghz, oc to 3.8ghz), video card is an nvidia 780 gtx.
I haven't had these problems before, usually it would hit 60 fps and run fluidly. But recently I replaced my video card so I decided to update dolphin and now I have game speed issues.

Try setting the framelimit to Auto and unchecking "Limit by FPS". Some games natively run at 30fps, so if you manually set the framelimit, they'll try to run at double-speed.
