Pretty sure, since the game runs at a steady 60fps even with netplay, and my friend has the same issue with D3D where the game comes to a crippling halt when a cutscene portal or the dam in Siberia is rendered on screen, but OpenGL is flawless for him.
We played Kirby Air Ride, Mario Party 4, and Contra ReBirth without any issues. All with netplay and while encoding video for streaming at the same time. But portals and snow make us lose up to 50 frames. I think that's a bit harsh when TS2 is like, THE game folks recommend for weak rigs.
