Thats Intel SpeedStep working. It downclocks the CPU while it's full speed is not needed, to save power and produce less heat.
It can be turned off in BIOS.

Probably not. As processor demand goes up, SpeedStep back off and releases the full power of the CPU. Just watch your CPU clock bounce around as you perform tasks or play games.
