Yes those specs are more than sufficient for this game. As for what revision I would recommend earlier revisions for this particular game since newer revisions have been known to have more problems with this particular game, dolphin 2.0 is a good one for this particular game, although I'm sure someone will come along and debate me on that at some point.

I have an intel e6600 conroe OC to 3.2 ghz and a radeon 5770 and 4 gigs of ddr2 ram and the game runs at 18 FPS outside and 30 FPS inside

Is my processor simply not capapble of handling the game? or is there a problem with the emulator? Also if my processor is not capable of handling it how much more would I have to OC in order to be able to make it handle it?

Try efb to texture and turn off safe texture cache, see if that helps. I'm assuming you have AA completely turned off?

That seemed to help a little, it now hovers at around 25 FPS. And yes I have AA completely off and it's running in 800x600

Is there anything else I can do to improve performance?

I would actually recommend the opposite for this particular game. Try revision 5016.

About the "blurry" backgrounds, I think it's the proper emulation, the game is intended to look like that...

The sound is messy, but it's totally playable.
