No it doesn't. Both the flipper (the GC GPU) and radeon gpus were developed by the same company (ATI), but they are COMPLETELY different in every way.

No. Even IF they shared a similar architecture (they don't as explained above) the developers of dolphin would still need to use an API to use the GPUs resources. Since they don't have low level access to the gpu hardware on a pc having a similar architecture wouldn't really change much.

I assume you mean SSAA since you didn't say what type of AA. In that case the answer would be no.
First of all 9xSSAA is already way to demanding for most gpus for any internal resolution above native.
Second of all 18 is not a perfect square. So 18x SSAA would be stupid to implement because the x and y scales would have to be different.
Third of all it wouldn't make ANY noticeable difference to image quality over 9xSSAA, thus making it completely pointless.
