That's probably your problem. That video card probably won't work with dolphin. I would try using the openGL backend.

It sounds like you're also using a very old version of dolphin.

i think i have one of the early 2.0's so possibly found it and it didnt work... guess ill try again after i get my new graphics card (my monitor apparently cant handle the new one....)

For the sound issue, use LLE if you have a powerful enough PC (requires a little setup, and 2 file dumps from your console, but im sure with a little googling you can find out how), or HLE sound, and enable the separate thread option.

For graphical issues, I have found by enabling RAM Caching in the Graphics option menu, the Pictobox works perfectly, and lowering the resolution fixes the odd graphical glitches, such as the weird texture effects from heat haze, and 2-5 second hang on taking pictures.

In all honesty though, you can usually get most games running perfectly or near perfect by simply going through each setting one at a time until you land on the money. OpenGL also seems to work very well with Wind Waker, so this is a good backup if you just want to play with the same resolution as it was on the GameCube.

Can you post some screen shots of your actual settings? I've tried what you wrote here, and been messing around with damn near everything else and I can't get the smoke or heat effects to work correctly. And I'm at Dragon Roost Cavern now, so it's the worst spot for it.

Zooming in the camera past the heat effects does work, but that introduces a couple other, albeit minor, issues.

Or you could post your settings and we could help you figure it out.

I can do that, I just figured it'd be easier for the one who figured it out to help the rest of us.

EDIT: Okay here are the settings I've got now.

I decided that I was going to start playing Wind Waker but I got black screen after the first intro. I'll probably start playing with settings and figure it out tomorrow but I thought I would at least come here and ask if there is a widely accepted "best" settings that seems to fix most of the bugs. This is my first dolphin experience so bare with my lack of knowledge

My Computer:
Intel Core i5 2500k @ 4.5
AMD Radeon HD 6850
Windows 7 Professional
Dolphin Version 3.0
As for my setting, whatever they default to when you start it up for the first time.
I don't know if it makes a difference but I have Wind Waker (U), would it be better to try and track down a Wind Waker (E) copy?
I would greatly appreciate any advise on settings and/or plugins. thank you

Try LLE. That said, you should have a crash after the first cutscene because it obviously ran at 100% on you comp.

LLE, okay. I'll try it. Thanks for the advice. As far as the backend, which option would be best? Direct3d9, Direct3d11, OpenGL or Software Renderer?

Also, I don't know if this is the cause of the Black Screen, but I was holding tab to fast forward the intro. Could this be the culprit?

@Hydrohs

You should be using the d3d9 backend. Free look, fast mipmaps and per-pixel lighting should all be off aswell.

Safe texture cache is not necessary so you can move the slider all the way to fast.
