I can't help you further, and as for the PictoGraph problem, it works fine here and I'm using the official Dolphin 3.0 version.
I'd recommend switching to that or a newer build and stay away from save states they do more harm then good.
Could you pretty please tell me your exact build (exact settings)? Would really appreciate. I tried using the newest build and it still doesn't work. Will try the 3.0 or 7000 or whatever it's called.

Either use the x86 or the x64 one of the 3.0 version, which ever suits you best.

As for the settings, that I have to check up but they're pretty basic made, stable but basic.

Just tested that exact version. Not only are all NPCs ingame yellow, but the PictoGraph still won't work Sad

I'm running this from a laptop at the moment as I'm not at home. The laptop's specs are a lot worse then my home's pc tho. But do you think that has something to do with PictoGraph?

That didn't sound good at all.
I'm 99.99% certain it have something to do with your specs, probably a weak GPU that's causing it.

Ok, called my room mate to check it for me. It's Radeon HD 6970 and Intel Core i7 875K, if he didn't got it wrong.

What I meant was that your Laptop might be a little to weak to handle Dolphin to the fullest which could cause all sorts of weird behavior.
However as I said earlier I used the official Dolphin 3.0 release from the code Google site.
Here's the exact link:
http://code.google.com/p/dolphin-emu/downloads/detail?name=dolphin-3.0-win64.exe&can=2&q=

or

http://dolphin-emu.googlecode.com/files/dolphin-3.0-win64.exe

That's the exact build I'm using.
