Is it just my processor and RAM that's causing my problem? Microsoft rates my computer as a 5.5 under the Windows Experience Index (RAM being 5.5 and processor being 5.6).

Edit: Oh, I guess it would help to list what revision I'm using... r7439.

I actually think the 64-bit OS might be your biggest bottleneck here since you today utilize 2GB RAM.
For a 64-bit OS environment to be efficient at least 4GB or more is required.
Windows 7 32-bit might actually go faster for you.
But if you're planning upgrade soon then maybe you should stick with it, anyway this is based on my own experience.

Not true at all. Although it is true that 64 bit software will need more memory (and therefore 64 bit OS as well) the amount is usually small and as long as you have enough memory it won't slow you down. And the use of 64 bit operations really helps speed up most applications (including dolphin). However windows tries to conserve as much memory as possible for other software to use so with 2GB of ram on a 64 bit windows OS windows will neuter itself a bit more than usual, which will reduce OS performance but not application performance.

64 bit dolphin builds will be about 25% faster than 32 bit builds on average regardless of whether you have 2GB of ram or 4GB of ram.

Your cpu is totally insufficient for most places in this game.

It seems like AMD Phenoms or Intel i5s/i7s are the current standard for gaming (However, I can run Source games, which are more CPU-intensive games, on this Athlon just fine). What processor would be best for this game, and what about the most CPU-intensive game?

I'll just have to deal with it now. It's just slow, and doesn't really matter that much. Now, if it was 15 FPS, then I couldn't play it.

Comparing a phenom II against an i5/i7 for this type of application is like comparing a slingshot against a cannon. Bloomfield/lyynfield/sandy bridge are massively superior chips to deneb/thuban. Dolphin can sometimes be over twice as fast an an i5/i7 vs. a core 2/phenom II cpu if you're using efb to ram + LLE audio.

I never said I was comparing them. they just seem to be the standards, one decent and the other two high-end.

Anyway, I MIGHT be able to afford a new processor (the money will come out of my own pocket and not my parents'), but probably nothing like an i5/i7. Probably a Phenom II.

CPU discussion? Hey, I got my CPU for $89 on Newegg, it was originally an X2 555 but I unlocked the other two cores. Core unlocking is definitely worth looking into if you're on a budget. I mean hey, now I got a quad-core Phenom II. Sure, it ain't Sandy Bridge, but aside from the fact that SB wasn't available when I built, I got a 3.2GHz quad for a third the price.

But hey, first post, not trying to spam, LOL. Just thought I'd say. If you got the money the i5-2500K is a whopper of a chip.

Anyway, Wind Waker will occasionally hang on load. Screen fades to black but does not fade back. I now save before going through a transition, but is there anything I can do about that otherwise?

Otherwise the game runs fine, and I'm not even using the latest Dolphin. Latest as of last week, but I see a new version has been added.

An i3 is the same price as a phenom II X4 and will perform significantly better with dolphin. Although the phenom II X4 will outperform it in heavily multi-threaded software such as video encoders.

Good. At the moment recent revisions are not as stable as older revisions. Try 6970.

So, if I get a better processor, the lagging problems outside (except the outside of Tetra's ship, but that probably counts as an indoor location) will be fixed?
