The recommended version is 3.5 . But You can try with 3.0 . This game has always worked "perfectly" for me with 3.0 .

Try to set your Framelimit to "Off" .
If you decided to try Dolphin 3.0 set your Framelimit to "Off" and enable Audio Throttle in sound settings (this shouldn't be useful with LLE though)

Go into User/GameConfig. Search Zelda WW's .ini file (GZLE01/GZLJ01/GZLP01). You'll see "EFBToTextureEnable=False. Change "False" into "True". The game should be faster but your graphics will be less accurate (since EFB Copies will be set to "Texture"). See if it helps

I am having opengl issues. I have tried running the iso itself and I tried mounting it; no banana. Here is my error:

Use a more recent version of Dolphin. This is so old I don't even recognize what version it is from.

Yeah. If you have 3.5 in your profile, you should being using that. The build you're using is far too old and is not supported.
