It is very visible in the title screen where the boat comes in. I'm running the PAL version of the game with 60Hz selected at startup. All settings are left on default (I deleted the full Dolphin directory from my hard drive and from my users folder) I changed the following: Graphic backend to OpenGL(haven't tried D3D), DSP LLE Recompiler using my own ripped files as well as the PAL bios from my Gamecube. The MD5 hash is the same as others I find of the internet. The FPS stays stable at 30 but it still seems to skip frames internally. The ISO is use is compressed using a recent dolphin build (I don't remember which one)
The specs to my machine are in my profile (Core i7 4800MQ, GeForce GTX870m 6GB, 16GB RAM), most of my games run at perfect speed, with a small hitch in some games every now and then.
DSP HLE Emulation should be enough for this game. It even got a another update that fixes almost all other problems that the old DSP HLE had. So basicly a free Speed boost.
Did you look at the Framelimit setting? It should be set to Auto. It is located under Config->General.
Also, in windowed and borderless Fullscreen, frames also might be dropped. So for the best expirence, deactivate "Borderless Fullscreen" in Graphics->Advanced and play in Fullscreen. (ALT+Enter or in the Graphics->General the checkbox "Use Fullscreen" or the button "FullScr" in the main window)
It used to be working perfectly with these settings... now it doesn't... VPS60, FPS30 etc... no problem whatsoever, now the VPS=60, FPS=30 but the boat at the intro and flying around the island is just skipping, skipping, skipping... no slowdowns in VPS or FPS at all... so I doubt that this is the problem... If you carefully read my post you would've read that I changed nothing except the Graphic backend to OGL and DSP to LLE Recompiler (on OpenAL backend which I forgot to mention) with original firmware files. It is a clean install of Dolphin-emu, so there were no registry settings, no directories in my Userprofile and the old Dolphin x64 directory has been deleted.
Just to be sure: Everything is as it is supposed to be, all other games work flawlessly it is just Wind Waker giving me shit now...

I'm an IT-guy used to dealing with Resolver groups that don't read tickets and come with the most stupid answers you can imagine (e.g. My Physical printer connected to my computer doesn't work, the toner is empty -> Resolver group: Did you try a windows profile reset? *face palm*)
