You probably need to drop to EFB2Tex/Fast Texture Cache to get full speed in RS3 for now. Remember that the settings reset to your own global settings when you open the graphics menu mid-game.

And a haswell. Also, in the INI, for an extra 25% performance boost, you can turn off the idleskipsynchack.
I was able to get near-full FPS (~80% in the worst scenes) on a 3720QM Ivy Bridge so I figure a fast desktop Ivy Bridge should probably be good enough too.
I used skip EFB access from CPU, EFB2Tex, and HLE audio, with fast texture cache. I don't think I had Dolphin underclocked at the time. I think I was in D3D mode with no AA/AF, and ~3X IR. In the first mission (I didn't play any others) I was able to get 50fps in low complexity scenes and ~40-45 fps in high complexity scenes (PAL version).

Why does turning off Idle Skipping result in huge gains when the option in Dolphin says it should result with a speedup enabled?
My System: Windows 7 x64, Intel i7 5820k 4.5Ghz, nVidia 980 GTX, 16GB DDR4 2400mhz 13-13-13-35

Huh, the gain is that huge? I wonder if there's a bug in that code for this game... maybe we should disable Idle Skipping in the ini?
