Huh? I don't want to start another discussion here about what Tino did/does wrong but from what I've seen he has always been willing to contribute to Dolphin (proper). I've read devs say that Async Shader Cache was no good because of glitches, but except for pop-ups which I find much less bothering than those stutters there are only very few games (actually I've only seen it in SMG) where there's an actual glitch and even this only happens on the first start of the game. So until anything better comes around I do find it a great solution.
But I guess this goes a bit off-topic here...

is factor 5 back in business? says they are now called factor 5 blue phoenix. it was back in 2008 that news spread they'd closed.

Ishiiruka gets rid of it by Async Shader Cache Generation (a solution not liked by the other devs, thus it's not in master); check it out on Metroid Other M. However, Ishiiruka has the ZFreeze and stuff implemented but not the HLE fix, so it's not enjoyable right now. (Also keep in mind that it's an unofficial build so don't ask stuff about it outside of its own thread).

You won't be seeing any games from Factor 5 ever again:

Actually Rogue Squadron just got re-released digitally on GOG. http://www.gog.com/game/star_wars_rogue_squadron_3d

Remeber Rogue Squadron also belongs to Lucasarts (who we also thought was dead) yet they're still pumping digital re-releases. It's fair to assume that RS 2 & 3 might not come as they were never released on PC but we can still hope.

Until then we can thank our lucky stars emulators like Dolphin exist. RS is fully playable I'm just hoping RS 3 gets fixed soon.

Well that's always something, but the chance of a new Rogue Squadron game to be released anytime soon is not so likely.
There haven't been any news or info of another one in 12 years since Rebel Strike got released.

I agree that the chances of getting a new one are slim to none. But an HD remaster of RS 2 and 3 (at least for PC) wouldn't be too far fetched seeing as HD remasters are all the rage these days. Keep in mind that the new SW movie is coming out this year so if they're smart they could really cash in on the nostalgia hype.

I for one would buy an HD collection in a heart beat.
