Putting settings in the .ini doesn't force them; if you open the graphics settings during the game, it will force whatever settings are set there, no matter what the .ini says. The .ini are the settings the game boots with.

Dude Shrimp where you been! lol and yes EFB to RAM gives the correct effects for targeting computer and heat wave / missile transparencies and loading screen transitions.
@phil HLE hack is not in master because it is a hack and not a fix so it has the potential to break other games if I remember correctly Fiora will have to verify that one. And I say EFB to RAM on safe position because if I say texture cache I feel like that might cause some confusion for some people also lol you go into video settings and see to ram and right below it is safe of fast some people don't like to read ya know. I only have 3 more levels left to 're record then the long upload process. These videos have turned out so much better than my older ones thanks to the performance increases over the last month.
