Nope, this game is very demanding and your CPU is too slow

Are you sure you don't have a 4770K by chance? If you have the non-K version, you won't be able to heavily overclock your CPU. If not, there really isn't much you can do since you're probably CPU bottlenecked. Since Dolphin is a so-called dual-core application, you may be able to Turbo Boost for additional performance when using just 2 physical cores. You can also set your IR to 1x and disable AA to make sure you aren't being GPU bottlenecked somehow. Other than that, there isn't much you can do; this is a demanding, CPU intensive game as ED2 noted.

Turbo Boost: http://en.wikipedia.org/wiki/Intel_Turbo_Boost

Basically lets your CPU run at higher frequencies than stock while reducing the number of active cores. You can Turbo Boost as long as heat doesn't become an issue (else your CPU will throttle down). You can run CPU-Z while playing Dolphin to see if you're using Turbo Boost (note, Turbo Boost is a hardware feature, it should be enabled by default, but check your BIOS first). If you see that you're hitting speeds greater than 3.4 GHz, you know you're Turbo Boosting.

Is there any reason for this game to still perform as poorly as it does? Even with my i7 950 and overclock to 4.2 Ghz this game choked massively. The fps are either slow or wildly fluctuate and there are graphical inaccuracies or glitches.

It runs pretty fine for me; but I'm on an i5 3570K. I guess it just is a fairly demanding game.

TFN really hit the game hard. However, it fixes a lot of the problems with fur emulation that the game had. OGL works better than D3D for this game, especially at high IRs, so there's that.
