I've been tweaking settings for 3 days and Sonic 1 is STILL giving me audio lags in every revision of Dolphin I've downloaded over the last 2 years including 3.5-78 and 3.5-1178.

Edit: Found the problem in my computer's BIOS, disabling 'Intel adaptive thermal monitor' greased the slugs.
CPU: Intel i7-4790K

Have you tried setting framelimit to "Audio"?

Audio may have issues with this option, disable it. This game is very light and according to your signature, you have an i5-3570k, this setting shouldn't affect your performance, your issue is probably somewhere else... If this doesn't work, try using DSP LLE with the latest master branch build...

I'm still getting the flickering effect as described above; even with the settings listed on 4.0.2 Windows x64. Anyone got any ideas?

Graphics/Hacks/External Frame Buffer. Uncheck "Disable" to use it

If you are using the latest xfb is on by default, don't open the graphic configuration after running the game.
