The game had nothing that you could downgrade in order to reduce its size, so it wouldn't fit on anything but GD-ROMs. Games with ADX BGM can be downsampled to make them fit.
Also, the total size of the DC version is 1.86 GiB. Disc 1 is 961 MiB, and Disc 2 is 947 MiB. It's no wonder Sega had to downgrade the BGM to make the game fit on a single GC disc, even without the extra content. I can't tell exactly what format the BGM is in, though: the SOUND folder has MLT files, which would indicate DSF, but there's no MANATEE.DRV file to provide the DSF driver.
