It doesn't. 4.0GHz was just elegyempty's estimate from the first post. This game runs fine with a Sandy Bridge CPU or better clocked at 3.3GHz, even with LLE. The music's not MIDI either.

The focus of Dolphin is to first be accurate (which is what LLE is for) then focus on performance. Realistically though, unless someone is going to rewrite most of the DSP HLE code, or spend hours debugging every game with HLE issues, improvements to HLE aren't likely to come soon. By the time that happens (if ever), mid-range PC's might have enough power to muscle through LLE audio anyway.

It's more an issue of time than anything else. It's certainly possible to improve HLE to the point where issues like the distorted audio in this game are greatly reduced. But everyone's working on other things (compatibility, general fixes, new features) and fixing HLE would be a heavy time-sink. Don't forget, Dolphin's an OSS project. No one's getting paid (to my knowledge ) to write it. It's based on the efforts volunteers who have lives outside of Dolphin (most anyway )
