[GC] Need for Speed Underground 2

I wanted to do a update to this game for developers to look at sometime.

After looking through the Dolphin database I found that the game suffers from issue 999. Tested on 4377, 4366, 4361, 4348, 4307, 4033, 3878, and 3286.

This issue seems to impact every Need for Speed game on gamecube. Most Wanted, Hot pursuit 2, Underground and Underground 2.
I wanted to make a update for this game since it has had this problem for over 1000 revs and there had been no real forum discussion on any need for speed game in last 4-5 months.
