Can't make this game run at 60 fps no matter what.

I have an i7 4990, and a GTX980.
Tried latest build, with direct3d, opengl, without XFB, with real XFB. with scaled efb copy, without it. Tried the 3469 build that was used on that linked video, but nothing. Always runs at 50% or less.

Any ideas of what I'm doing wrong ?

Yes I saw that, but still .. there must be some kind of configuration.

I think my hardware specs should do the job

EDIT: Managed to bring it to 85% .. not sure how.

Got it to 100% !!!!!!!
Took me forever, but I got it.
Using version 4.0-5279 of Dolphin.

Shouldn't the game get the same speed on dolphin as a real gc? I mean, it should emulate at the same clock frequency, but why "infinite fast"?
