At that speed I get constant stuttering that makes playing the game unbearable. I can't figure out how to fix it though.

A few reasons:
- PC games are GPU dependent. Dolphin is CPU dependent. Your system is fine for PC games but not excellent for Dolphin.
- Your CPU is a bit weak for the most demanding games. F-Zero is one of them.
- Dolphin uses only 2 cores (actually 2 + 1 for LLE)

Are you sure you're running with dual core=1 and HLE sound? Also try *UNCHECKING* accurate v-beam and mmu enabled but leave MMU Hacks checked.

Yeah, even when using the settings you suggested I still get lagging and stuttering audio :/ Just figured I'd get about the same speed as this dude here http://www.youtube.com/watch?v=AYxZrMMdAR4 Judging by his specs and mine. He hardly has any audio lagging at least not as bad as mine lol.

So basically it's only running at half speed? I mean my CPU can overclock to 3.4GHz per core but that makes it grow hot. Does it really not use the GPU at all?

Also as far as I can tell it's slightly better than your i5-3570k. Does it lag at all on your system?

Noooope. Mobile and desktop CPUs do not compare clock for clock.

Well of course, if it was than his would still be better than mine as all 4 cores operate at 3.4 versus mine of 2.4. However mine is a new architecture and according to what I've read they're more or less on the same 'tier' overall.

No. It uses your 2 cores at their full potential.

For speed performance it doesn't (except in case of bottlenecking).

No offense but I guess 3570k is better. I haven't tested F-Zero with my 3570k yet. I'm still at stock and I know I'll have to overclock for this game.

Except that 3570k can be easily and hugely overclocked

Each of my cores has two logic threads, that means that the computer thinks it has 8 total cores.

Also brawl works perfectly fine, is F-zero that much more demanding than brawl?

Brawl is cake. F-zero is definitely more demanding. Also, hyperthreading does not help Dolphin at all. Dolphin works best with the highest possible performance on two cores (+1 for LLE).
