It's 3am and I've been up all night trying to get my damn Mayflash adapter working again on my new computer

Windows 7
Ryzen 7 1700
AX-370 GAMING K5
New Corsair ram, 16gb
1060 6gb
I've tried everything at this point.
Reinstalled Zadig drivers over and over
Disabled vJoy and not in PC mode
restarted
reinstalled usb drivers
updated windows
updated dolphin
reinstalled dolphin
I know how to troubleshoot this shit and I've tried absolutely everything. The adapter is in perfect working condition.
The adapter works in PC mode in Dolphin, and works in Wii U mode in Slap City (with the Wii U USB adapter Driver).
It's worth noting that this motherboard does not have any USB 2.0 ports on it. All are either 3.0 or 3.1. On my old PC this didn't matter at all, nor does it matter on my laptop, but it's worth noting.
MY THEORY:
Dolphin is doing some sort of magical trickery to not detect the adapter. Dolphin is just somehow blinding itself or preventing itself from seeing the adapter that is right there.
Oh also this is consistent across 2 different windows 7 installs using the same hardware. The other windows install used to work perfectly fine with all usb ports (2.0 and 3.0) which is why I think it has something to do with the motherboard itself.
I could try obtaining a pci-e USB 2.0 card and seeing if that makes a difference, though I'm still leaning more towards the idea that dolphin is blocking it somehow. Again, the adapter functions normally on USB 3.0 ports in PC Mode or in Wii U mode in slap city (with the Wii U USB adapter Driver).
How do I make Dolphin see the adapter?
