OK few things. The ports do not match the usb positions. There is no easy way to do that because the OS assigns them where it wants. So far left is not necessarily going to be device 0. To fix that try JoyID from here http://www.wingmanteam.com/latest_software/gadgets.htm#JoyIDs_Utility
also dont use the SDL stuff.
What version of dolphin do you have. Screen shots may help me see something you didnt.
The laptop issue sounds like a Force Feed back issue. Again Need the version of dolphin you are using and OS. But if it works on the computer then that laptop has some sort of DX issue me-thinks. Give us the dump crash code, that stuff is helpful.
