so basically

Sometimes I like to play a couple games on a car ride, so i'll take out my laptop to play some Mario Galaxy or something.
But whenever I try to use Dolphin while my laptop is unplugged, my game runs at exactly 50% speed.
Not like %50 emulation speed where your audio is smooth but pitched down, but instead like the computer can't reach full speed.
The thing is, I know for sure that it isn't a performance issue. It runs at exactly %50 speed with no variance, and if I set the game to run at 2x speed in Cheat Engine 7.0, it runs at full speed just fine with no slowdown.
My emulation speed in Dolphin configuration is set to 100% aswell.
Keep in mind this is only while i'm running from battery, if i plug the laptop in, even during gameplay, the speed instantly jumps up to 100%.
I've exhausted all options I can think of at this point so I'd appreciate some help.

Your computer seems to be limiting Dolphin to outputting frames at 30 fps. If you disable vsync, you should be able to run Dolphin at full speed (while still only outputting 30 fps).

vsync is already disabled
and i wouldnt wanna run it at 30fps anyways

Make sure in the Nvidia Control Panel (or Geforce Experience) that you don't have Battery boost turned on. And check the Nvidia Control Panel to make sure Vsync isn't being forced by the driver

How do I turn that off in Nvidia Control Panel? I have Geforce Experience uninstalled cuz it's basically bloatware

I think battery boost is only in Geforce Experience, so you might not have to deal with that.

For the Nvidia Control Panel, go to Manage 3D settings > make a profile for Dolphin > make sure vsync is off > set power management to prefer maximum performance

I’ve already done all of that, so I really don’t think that’s the issue
I’m going to do a clean install of my nvidia drivers tomorrow to see if that fixes anything

Install Geforce Experience, turn the setting off, and then remove it?
