Operating System: Windows 7 Home Premium 64-Bit
Processor/CPU: AMD A6-3400M APU with Radeon HD Graphics (4 CPUs)
Video Card/GPU: AMD Radeon HD 6520G
Memory/RAM: 6GB
Dolphin Revision Currently Using: 3.0

I get mid 20s whenever playing Super Mario Sunshine, as well as most games, I guess.
Is my computer the problem?
I thought my specs were decent, considering I'm able to play most RECENT PC games at max/ultra settings.

Any recommendations?
I appreciate the help.

Sorry , your CPU is not good enough for dolphin and it's just entry level laptop
And don't ever compare PC games with emulation . Dolphin is VERY cpu intensive , any high-end CPU (core 2 duo 8xxx, core i series) that clock speed get close to 3.0Ghz or Phenom II @ 3.4Ghz can run many games well , some game require Sandy Bridge @ 4.4Ghz
Quad core CPU performs almost the same as dual core (I'm only talking about Dolphin here)
You can build a cheap desktop that could run most game well or pay huge amount of money for a laptop that could run dolphin

Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
Aspire 715 43G : 1080p 144Hz |  R5 5625U @ 4.3GHz | Nvidia RTX 3050 4GB | 500GB WD SSD  | 16GB DDR4 3200MHz
Mini PC :: (Show Spoiler)

Just learned all of this with research.
CPU building it will be.
Oh... Well, at least SSBM is running decently. Smile

Make sure your processor is overclocking itself to 2.3GHz while playing. I've got mine running at 2.3GHz all the time when playing games and it makes a big difference. It didn't seem to be doing that by itself like it was supposed to all the time so I used K10STAT to force it.

I was even able to overclock further to 2.6GHz, but that is not recommended.

Asus Laptop: K53TA
OS: Windows 7 Home Premium, 64-Bit - SP1
CPU: AMD Llano A6-3400M, Quad-Core, 1.4GHz-2.6GHz (Overclocked)
GPU: AMD Radeon HD6650M, 1GB GDDR3 (Catalyst 13.1)
RAM: Samsung 4GB DDR3-1333

Enable EFB copy to texture and Vbeam may gain more speed but you have to sacrifice compatibility
