*Let me know if I'm in the wrong section btw ;P*

I've been trying to get Harry Potter and the Chamber of Secrets to work normally for hours now on the emulator, and no matter what I try it always runs at about 30-40% or roughly 22 FPS once I get into the actual game. It works perfectly at the title screen and the little intro before the title screen, just not when the opening scene begins with the music and owl flying.

My computer is pretty good, about 500 GB of memory remaining (originally about 900), with 16 GB of RAM and a 2.6 GHz processor...

Any tips on how to get it to work normally / is it my computer still / is the game just messed up? Let me know please!

That's normal
Your laptop is weak for most games :
_Intel HD 4000 is bad for gaming , please use lowest graphic settings
_Ram has nothing to do with gaming . Rather spending hundred dollar for 16Gb of useless ram , you could get a better laptop
_Your CPU is a dual core i5 Ivy Bridge mobile CPU which is not strong enough for most games . Some light-weight games may run full speed but demanding will run slow
Laptop: (Show Spoiler)
Clevo W230SS : 3200x1800 IPS | i7 4700MQ @ 3.6GHz (Intel XTU + Triple fan mod) | GTX 860M GDDR5 | 128GB Toshiba CFD SSD | 16GB DDR3L 1600MHz
Aspire 715 43G : 1080p 144Hz |  R5 5625U @ 4.3GHz | Nvidia RTX 3050 4GB | 500GB WD SSD  | 16GB DDR4 3200MHz
Mini PC :: (Show Spoiler)

so even though Goblet of Fire and QWC work fine, I'm assuming COS is demanding? And any tips on how to reduce the quality and what not to make it run better? Pretty much all the settings are the way they were when I first got the emulator. Thanks for the reply though and I'd love any more help!

Yes it is. And all Harry Potter games are. Your CPU is a bit weak for these games.

If you're using default settings there's nothing you can do.
You can try to use latest builds. They tend to be faster than official releases

I'd also consider buying the PC version, as I know it looked better on a Pentium IV machine with a not-very-good GPU than the GameCube copy my friend had, and it also had a tonne of stuff the gamecube version was missing. It'll be less of a headache.

Edit: Pentium III to IV, as I remembered more about the ancient PC my family had a long time ago.

Before buying it, be sure that you search for reports on how it behaves with later Windows versions. Many games that expect XP or earlier dislike Microsoft's changes to Vista/7/8; some games malfunction more than others, and some don't work at all. IIRC MS removed some support for pre-D3D8 programs in Windows 8, which may make some old games (or ones that were developed using obsolete standards at the time to save money) unusable.

By the way, if it doesn't work natively, don't expect it to work too well in a VM, as these often don't use old D3D versions, but instead rename new D3D functions so the guest OS can try and use them, which can work, but sometimes causes major graphical glitches. There are things like DOSBox that allow older software to run better, but COS might be too new for DOSBox in particular. I know it has no issues installing or running under Windows XP, so worst case scenario, you could

(Let's hope HR tags still put a horizontal line in)

While writing the above, I got distracted, and did a little actual research. I stumbled into a site that contained someone said it worked fine on Windows 7 right out of the box. That bodes well for it running for you with minimal extra work.
