just disable those two and check if your ingame speed improves. Graphics -> V-sync and Sound -> Sound Throttle

not rly, i'm still kinda new at this too. I do recall having problems running Resident Evil (the remake one) where it would seem to be really slow dispite having over 30FPS.

Gamecube Version Video: http://www.youtube.com/watch?v=r83LoO-rmQQ
Wii version video: http://www.youtube.com/watch?v=KRh0z_6Fju8

according to the game topic, this is the best you can achieve:
## Main config ##
-- General Tab --
* Basic settings ...................................... check "Enable Dual Core" and "Enable Idle Skipping"
* Advanced settings ............................... check "HLE the IPL" and "JIT recompiler"
-- Display tab --
* Display settings ................................... check "Start Renderer in Fullscreen" , "Hide mouse cursor" and select resolution
* Interface settings ................................ disable "Use Panic Handlers"

## DirectX9 plugin ##
-- General Tab --
* Aspect ratio ......................................... Auto
* Safe texture cache ............................... Fast
* Enable CPU->EFB access ...................... Unchecked
-- Enhancements Tab --
* Force bi/trilinear filtering ....................... Checked
* EFB Scaled copy ................................... Checked
-- Advanced Tab --
* EFB copy to ......................................... Texture
* Overlay FPS ........................................ Checked
* Use native mips ................................... Checked

## Wiimote plugin ##
* Emulated extention section ................... Nunchuck
