Other way around. The hardware is not specifically designed for that software. The software is specifically designed for that hardware.

Their probably is but it will take time. Emulators usually get slower as they continue to get more accurate over time. As newer more powerful hardware becomes available methods that were scraped earlier due to their high performance hit may be implemented in order to achieve proper accuracy. Extremely complex programs like emulators take many years to debug. A few facts you might not know:

1. Emulation always requires much more powerful hardware than the native hardware
2. Perfect emulation is impossible. It is however possible to have emulation that is so close to perfect as to be indistinguishable from it. But their will always be some bugs that remain unfixable no matter what you do.
