Each CPU has different clock speed , multiplier . Normally , i set multiplier = 29 -> 2.9GHz for Dolphin , 2.0GHz for PC games , lowest clock 1.2GHz for working (PC games don't need a very fast CPU to begin with , lower clock speed will lower power consumption and heat output -> CPU run cooler and battery life should be increased )
You should set Multiplier = 28 -> 28x99.78 = 2793.84MHz ~ 2.8GHz if your CPU run cool enough
Your current clock speed in that attached file is 2259.91MHz ~ 2.3GHz

Ok. Thank you very much. If I deleted now Throttlestop, would that reset the settings ? Is it better to keep it installed?
