All games I play (besides SMG) seem to stutter randomly in-game, but the emulation speed displayed at the top never goes below 100%. The sound doesn't stutter, just keep getting all these frame-drops but still remaining at 100%. How do I fix this?

It doesn't matter what graphics settings I used. DX11, 12, OpenGL, Vulkan, AA, no AA, AF, no AF, I have most things default but running lle. No matter what settings I try this happens, even though it's running at 100%

If there's no stutter in sound, then I suspect it may be a presentation issue.

Try disabling vsync (in both dolphin and the GPU control panel), make sure your monitor is set at it's "native" frequency (IE if it's a 60hz monitor, make sure it's set at 60 in the windows monitor settings, 144hz for a 144h-capable screen etc.)

Are you using some adaptive sync implementation? (gsync/freesync?) I'm not aware of any instances of this causing things to break, but might be handy to test with it toggled both on and off.

Also: What are you running "LLE"? Unless your game /needs/ it, HLE is always much faster - and some games can hit CPU bottlenecks on even the latest/fastest CPUs, so may need as much help as they can get.

My CPU is neverloaded more than 60% on any core.l, and the GPU is never loaded. The computer doesn't break a sweat. Also, I'm not using a monitor. It's a 55 inch TV with 120Hz. I'm not sure if that's native. I don't know if I have freesync or gsync. I use LLE but it never drops below 100% , just random in-game frame drops. They don't happen all the time, just sometimes, and not in all games

LLE audio can absolutely be a bottleneck in games and cause presentation issues. The problem may simply be that your T.V. doesn't like how Dolphin runs at ~59.94Hz instead of 60 and you're set to 120Hz.

Ok. So how do I fix the issue?

Hmmm try to get a 120 Hz Tv or monitor and try It.
I have a 60 Hz display and nothing is wrong here.
Remember Dolphin is still in development.
Maybe try a different Dolphin version?

I wonder if the NVidia CP allows you to create custom resolutions (with custom refresh rates). My old laptop with the crappy A6-1450 APU allows me to do so with the Radeon configuration, once you connect a second screen.
Rig 1: Windows 10 Home | AMD A6-1450 @ 600/1000/1400 MHz | AMD Radeon HD Graphics 8250 | 4GB RAM | HP Pavilion TouchSmart 11.

Rig 2: Windows 10 Pro | Intel Core i7-2640M @ 780/2800/3500 MHz | Intel HD 3000 Mobile | 8GB RAM | Dell Latitude 6320.

It never happens in SMG so I know it's not the display. It's something with dolphin. I used dolphin 7 years ago and never had this problem. Now I have this problem.
