Game stuck running at 50% (30FPS) on Apple M1

I have been trying to play Densha De Go! Shinkansen EX on my 8-core M1 16GB MacBook Air and have tried enabling/disabling  different settings, but I just can't get it to run at full speed in game. The menus/FMVs all run perfectly fine at 60+FPS but as soon as gameplay starts it halves to 50% (30FPS), which can be temporarily fixed by increasing the speed limit to anything other than 100%, but as soon as I do that, the game video freezes and won't respond to any input.

Seeing as the most recent info I can find about this game running on Dolphin is over 10 years old, I'm not sure if this is a game issue or an M1 issue. I don't have V-sync enabled and I have seen other threads about games running at 50% where people said to disable battery power save mode or something like that, but there is no real equivalent of that on Mac. I have tried disabling optimised charging in battery settings and running while plugged in at 100% just in case that might work but it made no difference.

Does anyone have any suggestions?

Edit: I have also tried running it on an Intel MacBook Pro and had the same results (running at 50% in game), so it would seem to be a game specific issue.

Update: I have tried with an Apple Silicon build of Dolphin and have managed to get up to 60FPS during gameplay, however, in more populated areas (more textures), it slows down to 60% speed. Again, I have experimented disabling certain things, but I might be missing something. Anyone know what I could do?
