Game saves but doesn't load

I'm playing MGS: TS. When I save the game it does save a raw file but when I try load it there are no files, it does not recognize the files. I did convert the raw files that was saved to GCI files, still no result. Save states work but I can't switch cd without saving.

I tried every build, it's same thing. I got win 10 x64, i5 cpu, 16g ram and geforce 970.

I also started dolphin with admin rights.

What should I do?

Switching cd doesn't work and I read somewhere that you must save the game to the mem card in order to make it work.
