Game Running Slowly? 59%

Hi. I recently got Phantasy Star Online Episode I & II PLUS and the game runs VERY slowly. The game menu is fine, but the game itself runs at 59% speed, and that ruins the game. I followed the guide on making it run faster, but it just made the menu extremely fast, and the game had no noticeable difference. This is a GameCube game.
My specs are: (I don't know if it shows you, new to forum, so ill write)

Intel Core i3 330M Processor
4 GB RAM
1 GB HD Graphics Card
Windows 7

My Config Stats Are:
Framelimit-Off
DualCore-On
Disable Lighting
Disable Fog
Disable Pixel Depth

I am not sure why it goes this slow, as my computer can handle MANY high end 3D games, so a gamecube should be no problem?
Thanks!
-Alex

Technically, it's GHz, not Ghz. But at any rate, you will need a faster processor. 2.13GHz is pretty low for Dolphin. Looks like you have a laptop too; if you're using the Intel IGP, you can probably forget playing most games at even 1x IR, although you haven't specified what your GPU is yet (doesn't look like it's Intel though, imo).

You also said you tried following the guide; which one? The one on the website is pretty old and outdated, or are you using Starscream's speed settings? You should use the latter if your already aren't.

Lastly, it doesn't matter that you can run PC games alright. PC games and emulators are different.

I can run Crysis at highest settings but not a game released in 2004?!
Running a game programmed for PC hardware is not the same as emulating a console system which is running a game. You have to realize that the overhead of emulating the environment greatly exceeds the actual game requirements. Also note that while PC games usually require a very powerful GPU and have merely moderate CPU requirements, Dolphin's performance is basically only limited by CPU speed. In fact, you won't actually be able to get any PC hardware that will be able to run every Wii game at full speed in Dolphin. Even some Gamecube games struggle on the highest-end hardware available to date.
Anyway, I advise you to read up a bit on how emulation works and what complications emulator authors are facing when trying to get games working.

A your running an average powered laptop, general purpose not for gaming
B the "graphics card" is most likely intel GPU so not great.

My friend had a laptop with same specs, he did gaming on it and the laptop burnt out, I wouldn't recommend dolphin for your laptop.

Please specify what graphics card you have. If you dont know what yours is, then get GPU-Z here.

With your CPU 60-70% speed is a good performance
