obviously you need to skip both even and odd frames!

I'm dealing with the cutscenes switching too fast in Xenoblade as well. There are counters that control it, but they don't necessarily count up once per frame. Annoying.
/Edit Normally since 60fps is twice as fast, you want to just halve all the speed values, but I completely forgot about acceleration. Acceleration is: X = 0.5 A (T^2). Changing the speed to 60fps doubles T (> 2T) and the goal is to scale the equation to keep X changing the same as it does on 30fps. (2T)^2 gives us 4T^2 and to balance the equation, you have to divide by 4, rather than the normal 2. I could probably go back and fix Arc Fantasia's camera acceleration properly with this in mind.
